District Industries Centre

About

The District Industries Centre (DIC) functions under the Department of Industries, Government of Telangana, to promote industrial development and entrepreneurship at the district level. It acts as a single point of contact for entrepreneurs by providing guidance on industrial approvals, registrations, incentive schemes, self-employment programmes, skill development, and employment initiatives. DIC also coordinates with various Government departments, financial institutions, and industries to facilitate the establishment and growth of Micro, Small and Medium Enterprises (MSMEs).

MSME Classification

As per the Government of India notification, enterprises are classified based on investment in plant & machinery/equipment and annual turnover as follows:

Udyam Registration

Udyam Registration is the official online registration for MSMEs. Registration is free, paperless and based on self-declaration. A permanent Udyam Registration Number and Certificate with QR Code are issued online. No renewal is required. Aadhaar, PAN and GST details are integrated with Government databases. The District Industries Centre assists entrepreneurs in obtaining Udyam Registration and provides guidance on MSME-related services.

DEPARTMENTAL ACTIVITIE

1.TG-iPASS

The Telangana State Industrial Project Approval and Self-Certification System (TG-iPASS) was introduced under the TG-iPASS Act, 2014 (Act No.3 of 2014) to provide a transparent, time-bound and investor-friendly approval system for industries. Through the TG-iPASS portal, entrepreneurs can obtain statutory approvals and apply for Government incentive schemes. The DIC facilitates online applications, coordinates with departments, monitors approvals, and assists entrepreneurs throughout the approval process.

2.T-IDEA

The Telangana State Industrial Development and Entrepreneur Advancement (T-IDEA) Scheme, introduced vide G.O.Ms.No.28, dated 29.11.2014, provides incentives to eligible new industries and expansion/diversification projects. The DIC guides entrepreneurs in filing online claims, verifies applications, conducts inspections, and recommends eligible claims for sanction.

3.T-PRIDE

The Telangana State Program for Rapid Incubation of Dalit Entrepreneurs (T-PRIDE), introduced vide G.O.Ms.No.29, dated 29.11.2014, provides special incentives to Scheduled Caste and Scheduled Tribe entrepreneurs. The DIC creates awareness, assists applicants, verifies eligibility, conducts inspections, and processes incentive claims.

4.MSME Policy – 2024

The MSME Policy, 2024, notified vide G.O.Ms.No.16, dated 18.09.2024, promotes establishment, expansion and modernization of MSMEs by providing various incentives. Eligible entrepreneurs should apply for incentives through the TG-iPASS portal within the prescribed time after commencement of commercial production. The DIC assists entrepreneurs in processing incentive claims.

5.Prime Minister’s Employment Generation Programme (PMEGP)

PMEGP is a Central Government self-employment scheme providing financial assistance for establishing new micro enterprises. The DIC creates awareness, scrutinizes applications, recommends eligible proposals, coordinates with banks, and monitors implementation of sanctioned projects.

6.Prime Minister’s Internship Scheme (PMIS)

PMIS aims to provide internship opportunities to youth in leading companies to improve employability and industry exposure. The DIC creates awareness, assists candidates in registration, coordinates with industries and educational institutions, monitors implementation, and submits progress reports.

7.PM Formalisation of Micro Food Processing Enterprises (PMFME)

PMFME supports micro food processing units through credit-linked capital subsidy, seed capital assistance, skill development, technology upgradation and marketing support under the One District One Product (ODOP) approach. The DIC acts as the district implementing agency by identifying beneficiaries, facilitating bank linkage, coordinating with the District Resource Person (DRP), monitoring projects, and promoting ODOP activities.

8.PM Vishwakarma

PM Vishwakarma is a Central Sector Scheme launched on 17 September 2023 to support traditional artisans and craftspeople. The scheme provides skill training, toolkit incentives, collateral-free loans, digital transaction incentives and marketing support. The DIC facilitates beneficiary verification, creates awareness, coordinates training and bank linkage, monitors implementation and submits progress reports.

9.Digital Employment Exchange of Telangana (DEET)

DEET is an online employment platform developed by the Government of Telangana to connect job seekers, employers and skill development institutions. The DIC mobilizes job seekers and industries for registration, coordinates job fairs and placement drives, promotes skill development programmes, monitors placements, and submits progress reports.
