OBJECTIVE:
The Panchayat Raj Institutions (PRIs) in Telangana work to improve local governance and empower rural communities. They implement local development activities and manage funds for the welfare of the people.
Roles and Responsibilities of District Panchayats
- Supervision:
Supervise, control, and monitor the administration and activities of Gram Panchayats. - Budget Preparation:
Prepare budget estimates for the works and responsibilities assigned to Panchayats. - Revenue Management:
Monitor the collection and recovery of Panchayat revenues and taxes in rural areas. - Guidance:
Provide guidance to Gram Panchayats on sanitation, drinking water supply, street lights, and other local issues. - Assist the District Collector in performing statutory duties under the Telangana Panchayat Raj Act, 2018.
- Prepare Gram Panchayat electoral rolls and conduct Gram Panchayat elections as per the directions of the Telangana State Election Commission.
- Inspect development works taken up by Gram Panchayats using Gram Panchayat funds, 15th Finance Commission grants, State Finance Commission grants, and other government scheme funds.
- Supervise and exercise administrative control over Gram Panchayats to ensure better service delivery to the public.
- Conduct inspections of Gram Panchayats and review replies related to audit reports.
- Conduct enquiries on complaints regarding mal – administration in Gram Panchayats.
- Take necessary steps to develop clean and model Gram Panchayats.
- Review all flagship programmes of the Government.
- Conduct capacity-building programmes for field staff, Sarpanches, and Ward Members.
- Strengthen the financial position of Gram Panchayats.
- Provide support to other Government departments in implementing major Government activities and flagship programmes.
- Ensure villages are kept clean and green for maintaining public health.
